The executive also explained how Los Angeles truly controls the first round of this year's draft. Other teams must come to them if they want to move up past the first four picks, and he thinks that all four of those could be quarterbacks.
Chargers GM Joe Hortiz says it’s collaborative process, but he’s the one making picks. Bolts believe they will select the first non-QB at 5, and Hortiz says he’s not interested in a “fair trade” to move off pick. He will lean on Baltimore roots and take BPA. pic.twitter.com/jPQWWTUy1E

"If four quarterbacks go, we believe, strongly, that we have the first pick in the draft. What are teams willing to give us?" -- Chargers GM Joe Hortiz
Hortiz has shown that he won't hold back on getting the team what they need. They will not settle in the first round. Rather, they will either take the prospect they prefer most or get a "King's ransom" in a trade back scenario.
